I have had a varied career in primary education including teaching for twelve years in infant, primary and middle schools and working as a professional officer for primary education at the National Curriculum Council. I have researched and published widely on the impact of government education policy particularly on primary education.  Recent research projects include home-school support workers and pupils disaffected from school (HO and DfES), key workers for disabled children (Treasury Evidence Based Policy Fund, DfES and DoH), comparative studies of educational reform in England and Finland (Finnish Ministry of Education) and the impact of New Labour education policy on primary teachers work (ATL). I am on the Steering Committee, and was a past chair, of the Association for the Study of Primary Education (ASPE) and convene the BERA/ASPE Special Interest Group on Primary Teachers Work.  I am on the editorial board of the British Educational Research Journal and Education 3-13.

Main research interests

Primary/elementary education (especially the impact of government reform on primary school teachers' work, teaching and learning at KS2 and leadership and management) and inclusion in both the primary and secondary phase.
